Key Highlights of the Code

1. Education

  • Literacy: The national literacy rate (ages 10+) remains stagnant at 60%. Punjab leads with 64%, while Balochistan is the lowest at 46%.

  • School Attendance: 60% of the population aged 10 and older has ever attended school.

  • Out-of-School Children: Nationally, 32% of children (aged 5-16) are out of school. This is significantly higher in rural areas (37%) compared to urban areas (22%).

  • Youth Literacy: For the first time, youth literacy (ages 15-24) was recorded at 72% nationally.

2. Health and Immunization

  • Maternal Health: There is a positive trend in prenatal consultations, rising to 77% (up from 73% in 2014-15). Deliveries assisted by skilled birth attendants also rose to 68%.

  • Child Health: Record-based immunization for children (aged 12-23 months) increased to 70% (up from 60% in 2014-15). Punjab shows the highest coverage at 81%.

3. Information Communication Technology (ICT)

  • Mobile Ownership: 45% of individuals own a mobile phone, with a large gender gap (65% of males vs. 25% of females).

  • Internet Usage: Only 19% of the population aged 10 and older reported using the internet in the last three months.

4. Housing, Sanitation, and Water

  • Drinking Water: 94% of households have access to an improved source of drinking water.

  • Sanitation: Access to toilet facilities improved to 83% (up from 73% in 2014-15). However, only 17% of households have access to municipal waste management.

  • Electricity: 91% of households have access to electricity as a primary lighting source.

5. Food Insecurity and Disability

  • Food Insecurity: Based on the FIES scale, 16.39% of the population experiences moderate or severe food insecurity. Balochistan has the highest rate at nearly 30%.

  • Disability: The survey recorded that 3.4% of the population has a disability, while 10.7% experience some form of functional limitation (sight, hearing, mobility, or memory).


Regional Situation Analysis

The report uses a scoring system to rank provinces based on Education, Health, Living Standards, and ICT:

  • Punjab (Score: 68.9): The top-performing province with no districts scoring below 10 in education.

  • Sindh (Score: 55.4): Shows a “vulnerable” condition in education, with 19 out of 29 districts falling below the provincial average.

  • Khyber Pakhtunkhwa (Score: 53.7): Performance is split; while some districts are top-tier, newly merged districts (Ex-FATA) require significant attention.

  • Balochistan (Score: 43.0): The most vulnerable province; 23 out of 28 districts are in “intense” condition regarding education and health.

Conclusion

While Pakistan has seen improvements in health indicators and sanitation, education and ICT access remain major challenges. The stark disparities between urban and rural areas, and between provinces, highlight the need for targeted district-level interventions to ensure inclusive development.
