Background

CBID Network

The concept of Community Based Rehabilitation (CBR) was introduced in Pakistan in 1990 and in 1993, Pakistan became a member of the CBR South Asia Network. There was no network of CBR organizations in Pakistan prior to that. In 2009 the participants of the first CBR Asia Pacific Congress held in Bangkok, informally developed the CBR Network for Pakistan and Pakistan became a member of the CBR Asia Pacific Network. Pakistan was then elected the interim coordinator for the CBR Asia Pacific Network. In 2011, the CBR Network Pakistan developed its constitution, strengthened its membership, elected its office bearers and officially established itself as a Community Based Inclusive Development (CBID) Network. By the end of 2013, the new Network had successfully established all its provincial chapters.

Introduction

Community Based Inclusive Development Network (CBIDN) Pakistan is an ideology and platform which provides voice to all those people working with and for the rights of persons with disabilities. It was founded back in 2011 by the efforts of likeminded organizations. CBIDN is an advocacy forum for people with disabilities; which works to empower persons with disabilities so that they can participate fully in society in all possible capacities for better living. One of the greatest achievements of CBID network is to give representation and recognition to many member organizations in the larger community at local, provincial, national and international level and Rephrasing  the Community Based Rehabilitation (CBR) to Community based inclusive development (CBID) at Global level.

The first draft of the PDA was brought forth in June 2013 and by the end of the year the Act was submitted to the provincial and national government. The final draft was submitted to the Ministry of Law, Justice and Human Rights and Human Rights Commission of Pakistan.

3. Constitutional Petition - (CBID VS the Federal Govt. & others)

CBID Network members filled a Constitutional Petition under article 184 regarding the rights of Persons with Disabilities, before the Supreme Court of Pakistan in March 2014. It was requested in the petition to enforce the fundamental rights of millions of people in Pakistan who are disabled in some way. It was also stressed that the movement for the enforcements of rights of Persons with Disabilities is a global movement thus demonstrating the importance of the issue and the necessity for it to be addressed in Pakistan as part of a global campaign. Furthermore, it was brought to the court’s notice that due to multiple reasons, Persons with Disabilities in Pakistan are an excessively marginalized and neglected group facing a range of social, economic, physical and political barriers.
