Major Acheivements

  1. The Disability Act – A continued effort

During the period of 2011-2013, the CBID Network drafted the Pakistan Disability Act (PDA) after a series of consultation meetings and through a process of vigorous brainstorming to ensure that the Act covered all issues considering Persons with Disabilities (PWDs) in Pakistan, for the protection of their rights and dignity.The first draft of the PDA was brought forth in June 2013 and by the end of the year the Act was submitted to the provincial and national government. The final draft was submitted to the Ministry of Law, Justice and Human Rights and Human Rights Commission of Pakistan.

 

  1. Accessible Banking Infrastructure

In order to make Automated Teller Machines (ATMs) and bank branches more accessible to Persons with Disabilities, in February 2014 a circular was shared with the presidents and chief executives of all banks, Designated Financial Institutions (DFIs) and Micro Finance Banks (MFBs) for the purpose of developing and accessible banking system.

 

  1. Constitutional Petition – (CBID VS the Federal Govt. & others)

CBID Network members filled a Constitutional Petition under article 184 regarding the rights of Persons with Disabilities, before the Supreme Court of Pakistan in March 2014. It was requested in the petition to enforce the fundamental rights of millions of people in Pakistan who are disabled in some way. It was also stressed that the movement for the enforcements of rights of Persons with Disabilities is a global movement thus demonstrating the importance of the issue and the necessity for it to be addressed in Pakistan as part of a global campaign. Furthermore, it was brought to the court’s notice that due to multiple reasons, Persons with Disabilities in Pakistan are an excessively marginalized and neglected group facing a range of social, economic, physical and political barriers.

 

  1. Outcomes through Petition regarding Legislation process at provincial and national level for Persons with Disabilities
      
  • CBID Network did continuous consultations and advocacy with the parliamentarians and policy makers for legislation.
  • Baluchistan Persons with Disabilities Act 2017
  • Sindh Disability ACT by the provincial legislative assembly in 2018
  • GILGIT-BALTISTAN PERSONS WITH DISABILITIES ACT, was approved by the legislative assembly in August 2019
  • Sindh PWDs Empowerment and Right Protection Bill 2019
  • ICT (Islamabad Capital Territory) “Rights of Persons with Disability Act 2020” approved in January 2020
  • Punjab Empowerment of Persons with Disabilities Act 2021 approved in January 2023o Inclusion of disability survey in census 2017
  • National Disability Survey will be included in PSLM 2019-2020
  • The Bill of Reserves Seats for persons with disabilities has passed from Standing Committee.o Department for the Persons with disabilities has been established by Govt. of Sindh.
  • PSLM 2019 has included National Disability Survey Moduleo 12 Trainings on the understanding on disability, development & Washington group of questionnaire for the Masters Trainer/Surveyors for PSLM Survey (PSLM -2019-2020) at provincial Level.
  • Hearing continues regarding compliance by federal & provincial governments on employment quota and other rights for persons with disabilities

  1. CBID-N National Conferences.

CBID Network holds National conference each year since 2012 with the support of Partner organizations.

  • The first National conference was held on 24th Dec, 2012 at Islamabad
  • The second National conference was a three day event, 20-22 November 2013 at Margala Hotel, Islamabad, Pakistan
  • The third National conference was held in Lahore at Ambassador Hotel, on 1-2 Dec, 2014
  • The fourth National Conference was held at Beach Luxury Hotel Karachi Sindh on 28-29 December, 2015.
  • The fifth National conference held under the theme “CRPD Decade in Pakistan” 20 December 2016 at Margala Hotel Islamabad
  • 6th National Conference of CBID Network Pakistan On “Inclusion of Persons with Disabilities in Development Perspective of UNCRPD and SDGs 2030”
  • 7th National Conference held under the theme “Collaboration Forum on Persons with Disabilities in Asia and the Pacific, 2019 in Pakistan, Introducing the Mindset “From Charity to Investment” among Persons with Disabilities”held on 21-22 October, 2019 at Lahore.
  • 8thNational Conference held under the theme “Inclusive National Census 2022” held on November 22, 2021, at Islamabad
  • 9th National conference held under the theme Paradigm of Development, Economy and Equity: Unsolved Dilemma of Inclusion and Social Mainstreaming” held on January 17-18, 2023 at Islamabad.
